First, try not to use : in section names, it's a bit ambiguous and has the potential to interfere with the syntax of parameters in section variables:

Secondly, I'd go with StringAlign and Y for this, Padding leads to more complications (needs adjustment for different font faces, requires formulas, can interfere with other things needing SolidColor, etc). I'd be curious to know what kind of issues leads StringAlign and Y to in your skin.
And yes, the font only looks like centered. I doubt there's a sizing issue, it's more likely to be a font one. Fonts and spacing in them are far from being uniform, not only between different font faces or sizes, but sometimes even within the same font.
EDIT: One slightly unrelated thing: why do you @include the .inc file twice in your .ini file? Unless it's a remnant of your actual skin code that you forgot to remove, it doesn't make much sense, since you can't have sections with the same name in a skin anyway...
